Successor jobs for daemons are scheduled using immediate start as in the normal background job change for daemons. The background job scheduler does not start the jobs during the soft shutdown however.

If you lock a user , then the jobs running under this user locked user as step user will fail. But deadlock situation arrived. So I stopped the process. Now the system is in inconsistent state.
